Which is the 1st Indian state to ban the sale of unpacked "loose" cigrattes and beddis?

The Maharashtra government has banned the sale of unpackaged "loose" cigrattes and beddis making it the first Indian state to so. Maharashtra currently contributes to around 8-10% of the cigrattes sale volumes. The move is aimed at ensuring that customers see the graphic, public health warnings mandated on cigratte packaging.
